Cyprus Investment Programme

As part of Cyprus’ policies aimed at encouraging Foreign Direct Investment and attracting high-net-worth individuals to settle and do business in Cyprus, the Council of Ministers introduced and subsequently revised the “Cyprus Investment Programme,” under which citizenship could be obtained through qualifying investment. The programme, most recently amended in 2016 and 2018, established the criteria and terms by which investors and their family members could submit applications.

Following its suspension in November 2020, direct citizenship through investment is no longer available; the current route for investors is the Cyprus Permanent Residency Programme, which grants lifelong residency status and may, subject to naturalisation requirements, lead to citizenship after a qualifying period of lawful residence in the Republic.
